The DRAFT COLUSA SUBBASIN GSP was released for public review on September 13, 2021. The Public Comment period ran from September 13-October 31, 2021. The GSP is being prepared as a requirement of the Sustainable Groundwater Management Act of 2014 (amended 2015).

PUBLIC HEARINGS TO ADOPT GSPs
Public hearings will be held on Monday, December 13, 2021 at 9:00 a.m. to hear public comments on the Colusa Subbasin Groundwater Sustainability Plan and the Butte Subbasin Groundwater Sustainability Plan. Following the Hearings, the CGA Board will consider adoption of the GSPs. For more information about this meeting, please visit the Agendas and Minutes 2021 Page.

The Colusa Groundwater Authority (Authority) provided a letter as notice pursuant to Water Code section 10728.4 of the Authority’s intent to adopt (i) a Groundwater Sustainability Plan (GSP) for the Colusa Subbasin, and (ii) a GSP for the portion of the Butte Subbasin situated within CGA’s jurisdiction. Click HERE to view the 90-day Notice to cities and counties.

Projects and Management Actions (PMA) – Submit your ideas

We want to hear from YOU! We are looking for ideas about potential projects and management actions (PMAs) that could be evaluated and possibly included in the Colusa Subbasin Groundwater Sustainability Plan. Coordination with other GSAs and GSPs

In the Northern Sacramento Valley (NSV), inter-basin coordination is critical as Groundwater Sustainability Agencies (GSA) develop their Groundwater Sustainability Plans (GSP). Since groundwater subbasins in the NSV are hydrologically interconnected, water management decisions and actions in one subbasin could change aquifer conditions and affect flows to other subbasins. Understanding and accounting for these processes is key to achieving and maintaining sustainability.

GSAs in the NSV region are actively coordinating GSP efforts. An inter-basin coordination webpage has been set up which includes key information and access to relevant meeting materials (agendas, meeting summaries, etc.). You can access the webpage here: Interbasin Coordination Website


Grant Funding

The CGA was awarded Proposition 1 SGM Round 2 grant funding ($1,000,000) and Proposition 68 SGM Round 3 funding ($999,600) for GSP development in the Colusa Subbasin. The Grant Agreement can viewed/downloaded HERE. Quarterly Grant Reports can be viewed/downloaded at the links below:


Groundwater Sustainability Agencies (GSAs) are required to submit all applicable GSP initial notification information to DWR using the SGMA Portal – GSP Initial Notification System. The SGMA Portal can be accessed using the following URL: http://sgma.water.ca.gov/portal/#gsp.
